How to restore Tinkers Construct Modifiers

I have looked through the Tinkers Construct (TC) config files and cannot find where the FTB Revelation team lowered modifier cap for the TC modifiers. We would like to restore the vanilla TC modifiers caps if possible. Please let me know where the changes were made so we can restore them to our server.

This is due to Tinker's tool leveling, not vanilla tinkers. I'm not hugely familiar with the leveling mod though, so i don't know if it's configurable.
