How to install forge essentials and manage greifing? e.g a towny plugin?

any tips on setting up Forge essentials cant seem to figure it out.

/p export
go in config folder/permissions/export/edit groups, add what perm you want for what group you want ( from FE WIKI )
rename export folder to import
edit permission config. find the import and set to true. reboot server
profit ?

How do you op yourself to set up the defaults and groups. This is abit diff than I remember essentials for bukkit.
