I don't see the problem in having to make an industrial blast furnace (ignoring all the other methods of obtaining steel). If one is playing with GT, one is going to be making one sooner or later and the standard casings are reusable in other multiblock structures as one replaces them with reinforced casings. Supplying the power is as easy as putting together an mfe and charging it up (which can be done with a single generator over time if one hasn't bothered with a power infrastructure). The recipes even tell you how much total power you'll need for the full run.

Greg nerfed the google mod. Minecraft now interfaces with your web browser, and it costs iridium plates to do searches. You don't even want to know what NEI costs now...
To get steel in Unhinged you need to build his version of a blast furnace. When you play Unhinged you can't ignore GregTech so you gotta jump through gregs progression hoops.
Lucky you only need standard casing to make it so when you sum it up GT's Blast furnace is sort of easier to acquire.
If you are wondering how you get the glowstone for the advanced circuits there's a rehash of that crafted glowstone from tekkit. It's gold dust and redstone use NEI for the recipe (if unhinged has it...).
Conversely you could light your portal with lava or find some steel in a dungeon. Also your idea of smelting your boots wont work as you need a blast furnace to actually melt them down. Unless something has changed in unhinged that is.
