How to enable NEI buttons for all players?

Hi,

I'm running a FTB revelations server, version 3.2.0
Minecraft 1.12.2
Forge 14.23.5.2846
(everything stock except I added DynMap3.0.jar)

I'm trying to enable the NEI cheat buttons for players, instead of having to OP people but they don't show up.

I have given access to /give, /toggledownfall /time, /heal and /fly commands, cheat mode works for free items.

I've tried using ranks.txt to create a playerplus rank, but i haven't found a config setting to enable the buttons.

Ideally i'd like to allow all cheats except creative, if i could add/replace that button with a /fly button that would be even better.

as a workaround i've reduced OP permission to 2, pointed default_admin_rank to playerplus with /gamemode disabled.
