How to disable PvP

pvp is set to false in the server properties file but it is still enabled, even after a restart.

Beta pack, the regular download one.

Presumably other settings in server propeties are working fine when changed? Easiest I think to test would be motd or possible Allow-Nether.

Not sure if it's case sensitive either so does True = true maybe worth a shot.

Lastly the only thing I can think of is you edited it with wordpad or some editor which added formatting characters so it's now ignored.

Try copying the server.properties to pastebin and see if it highlights any weird characters.
