What is the steps you take to get yourself to that place?

I am having troubles now that you actually have to progress through the mod :(

Going off memory here, but you just need to be able to process the materials for each tier. Which means you need ethanol production, then bedrock production, and jetfuel production. Just travel up through the engine tiers, using gasoline engines and the occasional AC Electric Engine for processing of various materials.

As per reika's balance here, in order to make the next tier of magnetostatic, you must first prove you don't need it.
AKA how to get a bank loan.
First tier needs ethanol, which is for your gasoline engine(still confused how that works, honestly). Technically you can skip this stage. Technically.
Technically you can skip all upgrades merely by spamming them and daisy chaining them. But that's wasteful and retarded, but you can really actually skip the T1 upgrade if you can run a AC Redstone engine already(which is neither hard nor expensive honestly, just need to craft it and magnetize a coil). Thus, T2 requires a system to magnetize coils for your AC redstone engines. T3 IIRC simply requires some Jetfuel or something like that... T4 IIRC requires charging it again as well IIRC, and T5 is your bedrock upgrade.
Again, all Magnetostatic upgrades output less power then what you need to make said upgrade(aside from the bedrock upgrade, T5, as it doesn't have a actual fuel usage), but have the benefit of using RF.
