how do you make ultimate cheat armor

Considering that it's called Ultimate Cheat Armor, you can't make it. You would have to cheat it in...

Keep in mind that this armor isn't that good as you think... You will die from any damage even with a half heart damage. So it is not too bad not to have this armor in survival

AFAIK, it gives you extensive EU reserves and flight, like the Gravsuit.

It also makes you invisible. Except I've seen a texture pack that makes it noninvasive, which ruins the point. Noninvisible*. Damn auto correct.

Yeah the familiar yet different pack (which is IN THE LAUNCHER) does it. It give you a sort of... just download the pack and see for yourself.
