The macerator used to give you gold dust and silver dust to make it but now it just gives me crushed ore. I can't power the pulverizer because the power cell I'm trying to make requires the electrium. So I'm completely stuck. It's there any alternative ways I don't know about? Thanks.

Grind the ingots and it'll give you dust iirc. Also you could make the applied energistics grindstone and crank for the same outputs of the pulverizer using manual labor rather than power.
You're only "completely stuck" (not really) because you're trying to skip energy tiers. There are a number of ways you can get electrum without needing the higher tier energy cells using only TE stuff. For example, you could make a leadstone energy cell, which requires no alloys (lead/redstone/glass). Or, you could just stick a dynamo on the pulverizer and power it directly.
