I'm looking to make an FTB Infinity Lite 1.10.2 or Unstable 1.10.2 Server, and I'm not sure how to do so.

Any tips?

Use the legacy launcher to download the server zip file. Unzip it where you want to run the server. Edi the eula.txt to indicate you accept Mojang's terms. Then double click the ServerStart file if you are running windows. Under linux you will need to chmod +x *.sh then run the ServerStart.sh file. That will get the server up and running.
Of couse all of this changes if you plan on renting a server somewhere. Best to follow up with their support teams on specifics on how to get a pack uploaded an running on a server.

When I search legacy launcher btw go to ftb site, and click download it just takes me to the curse download page.

I've never actually set up a server for MC. I always leave it to my friend who runs it locally. Just for knowledge's sake, is the sever file the same from 1.7 to 1.10, or is there a separate file per version?

FTB tends to name their server zips after the pack name. LIke, FTBInfinityLite110Server.zip. However, they leave off of the pack version info. So right after I download it, I usually rename it and append on the pack version as well. So short answer is the server zip file usually has the MC version but not the pack version in the name. But this isn't always the case.
