I have Googled, but I couldn't find much on it. Only that it is supposedly able to be made with a carpenter or refinery. I would like to know how, preferably how to do it with a carpenter. NEI was no help, it only showed how to extract it from buckets and the like.

Ah, right. I never used that mod, because it used to break far more things than it adds useful ones. Haven't looked at it in a while though.
Okay, 30 seconds on Google just told me that you make living seedoil in a Buildcraft refinery by combining seed oil and biomass. Just make sure you don't run out of seed oil or it will start producing biofuel instead.

The only thing i could find was it was from a mod called PluginsForForestry (im not completely sure, but there was an issue on the github with living seed oil).

I'm not sure what it does, as there is nothing on the github wiki and searching the mod only gives threads on forums or the github.
I must admit I am completely mystified by the forum sometimes... So here's a thread with a grand total of four posts, each made up of 1 or 2 lines only, and the question asked is answered. Then two more people come in, one asking a question that's already answered and the other independently researching the exact same answer that was posted only centimeters above, down to including the exact same link.
