How do I make a paper hammer head?

So I'm trying to make a pretty decent hammer. I have everything down how I want it to, but I can't figure out for the life of me how to make a paper hammer head.

So I have made my two cobalt plates, and the manyullyn tough rod that I'll be using. Going to load it up with 450 lapis, a diamond, and the rest redstone, but when I throw the hammer head pattern with eight paper into a part builder, nothing happens. I've tried putting the paper into the smeltery on the off chance that has to happen, but I can't think of anything else. Please help!

Use more paper. I don't remember if you're going to need 16 or 24, I usually just throw a stack in the part builder's slot.

Despite the fact I'm making a pretty damn nice hammer, I'm still extremely early game. I haven't even started with thaumcraft, and I had just enough paper to make the head out of. This hammer gives me the mining speed of cobalt, with next to free repairs, all I need to do is throw a diamond upgrade onto it, and it is as good as a diamond pickaxe. Manyullyn rod is for the durability. I used all but a single cobalt ore making this, and while it can be improved upon, it's best for my preference once I get it maxed with fortune and as much haste as I can get on it.

Anyways, on topic, I found the problem. It wants me to use paper stacks, instead of just paper. Took me ages to find enough sugar cane, but I got it working. Thanks all for your help!

8 paper? Wasn't it closer to a stack? Back in the mod that was made into TiCo paper had to be made into a paper stack before you could make tools with it, crafting 4 paper in a crafting grid. Is that still in place?

Also, double check if you are using the hammer part thingy made of wood; the one you use in the casting table only works with molten metals IIRC.
