How do I get more UE out of my solar panels

Im only getting 8 when it says I can get 32...are there upgrades for it.. I see slots at the bottom

No I'm afraid that GUI is misleading, the max you can get is 8 EU/t on those solars, what the 32 means and those 4 slots are related. The slots are used to charge electrical items, the 32 EU/t is the max the solar panel will output into those items from the energy stored in the solar panel.

also if there is an excess of power stored inside the solar panel, it will output 32 EU/t till it empties its internal buffer.
