How do I get Austere Bees? [Extra Bees]

I know you have to breed Modest and Frugal but what biome do you have to be in to breed them into Austere bees?

Any biome that the Queen will work in, you do not need the Nether, the mutation chance is just low took me about 20 generations (love me triple Necrotic frames) to get stable non-boomy Austeres in a Desert biome.
