I start up the server for HatPack fine and then i get this crash report. Any idea whats wrong? I'm new to FTB servers so sorry if its a basic question. Thank You!

You don't have enough ram allocated to startup.
Depending on what modpack you have the ram amount you need is different but 247MB is not enough for any FTB pack
Add this to your startup script to increase ram,
-Xms1024 -Xmx2048 -XX

I tried what you said and still got this crash report. Would you like my server startup as well to see if its correct?
