How disable rain/storm ?

Forestry Iodine Capsules can do this I believe. If your admin, then use the NEI button. Third, more extreme option would be creating a MystCraft world with all the same biomes, and with a no weather symbol. Then overwrite your overworld files with that age.
 
Its Not Enough Items, not Too Many Items. TMI sucks compared to NEI. If its not showing, try pressing "O" as in Octopus. If that doesn't work, make sure it, and Code Chicken Core are installed correctly. Finally, make sure your in Cheat mode.

BTW, Forestry Iodine and NEI button will only allow control, not permanently disable it. So for example, it starts raining, just press the NEI button and it will stop within 10 seconds or so.
 
Being in Creative is not enough, make sure your OP. In fact, you can be in survival, but as along as you are OP, cheatmode should still work.

Actually right clicking on rain will perm. Disable it.

EDIT: Now that I am at a PC... Right clicking on the rain icon, or any of the times of day and it will disable it.
