If you're not feeding water, they won't run for very long tbh.
If you're in 1.4.7 gates have an option called "has room for energy". Use that.
For water blocks, I don't know the exact output, but here's some information that might give you perspective. I have 10 water blocks feeding 80 combustion engines through 40 valves powered by 40 redstone engines. It has never dropped below 100%.
I am not keen on stress testing my water supply. I'd rather it be infallible, like it is right now.
