hover mode hates me

I just made an advanced electric jetpack and I can fly normally but I cant seem to use hovermode I changed the map key to p but it still cant go into hover mode. can someone help?

Easiest way is to remap mode switch key, something keeps the m key even if map key is rebound. I make mode switch the n key and it works.
