Problem Horrible lag on powerful machine [Infinity Server]

Running on a I7-4790k overclock to 4.4Ghz

Server starts to lag for unknown reasons randomly, and its server hundred ms delay, could new people randomly exploring be causing this problem or could it be something else?
Should I disable any mods (Like Mystcraft)?

if you have a lot of mystcraft worlds you server tends to lag A LOT, try keeping them to a minimum

Well right now it all seems to be coming solely from new land being generated, know any fixes for this?

Also any way to disable mystcraft other than banning the first couple of items?

About the only thing you can do is have them slow down. If they're using draconic armor or something else that lets them move very fast, it WILL cause major lag.

About the only thing you can do is have them slow down. If they're using draconic armor or something else that lets them move very fast, it WILL cause major lag.
odd thing is that server is brand new so it's just us walking, when trying to pre-generate with worldborder it only does around 50 every couple of seconds, meanwhile it's set to 1k and pc is hardly stressed at all

Can you give a mod list and version of mc and forge? Are you using magic mod loader or liteloader or something like that?
What is your terrain generation key? (default/superflat/aMpLiFiEd?)

Problem was solved, thank for all the posts, turns it was due to internet related problems, found out of doing /tps and realizing the that server itself was fine but upload speeds weren't sufficient enough.
