So, I've been fiddling around with a Horizons FTB server, as there seems to be a dearth of them that have all of the items allowed, for good reasons, as I know. However, a few friends and I have been looking around for one that is whitelisted with specific rules and guidelines, but all the items allowed, they do not exist. So, I have been attempting to get one to work, but I am stymied by FML unable to unload dimension -100 when shutting down. Please note, I have left the server running for about 3 hours while it is attempting to unload this, and have just recently started it again, left it running one hour, as I have before, and then closing it, just so that I might get the pastebin for you. I don't want to necessarily FIX the problem, I would like to remove the mod associated with dimension -100 so that I don't have to deal with it.

Can you post your full server.log and forge log please.
Let me make this a touch more clear. I need to know what mod creates dimension -100, so that I can remove it. (If it's twilight forest, then good riddance. I never liked that mod, anyways.)

For future reference of other admins, what mod was it?
You're not gonna fucking believe this[Sarcasm] but it's WIRELESS REDSTONE.
And wireless redstone was also the first mod I removed. Odd how one's experience with a poorly made modification can make one uninstall it first. In addition to that, fully removing wireless redstone should allow for most servers to run a bit faster and with a bit more TPS. Let me explain why.
Wireless redstone isn't actually wireless. What happens is, when the "wireless" connections are made, another dimension is filled with redstone. Said dimension can not be accessed by anyone, or anything; a locked off place where only redstone exists. That is dimension-100, or the redstone ather. The interesting part about this dimension is that it CAN NOT be unloaded, and ALL of it is constantly loaded. That shouldn't be an issue as it is an empty space, where nothing exists but redstone....Until the redstone exists. See what I'm getting at?

Have you gone to dim-100 before? I find that oddly strange that wireless redstone would affect it, but I doubt wireless redstone uses its own world, no real point to it and in 1.4.7 packs (I haven't been on 1.6 much recently) there is no dim-100 with wireless redstone.

However we do need the full logs to find out why removing WR really helped. I don't think dim-100 was failing to unload as every world will have a log saying its unloading on shutdown. It's likely something with wireless redstone was freezing during shutdown but again we need the full logs rather then just 6 select lines saying perfectly normal and expected events.

Quite odd though.

Wireless redstone is the known source of much of the lag on servers that can't provide a dedicated processor to WR and WR alone. I know this because a kind friend helped me get the multithreading mod/plugin for SMP servers working on Horizons...sort of, and we've gotten the server to run damn near lag free.

Wireless redstone can be laggy yes, however what is this multithreadeding plugin/mod, and is it a mod or a plugin? Is this tickthreading because if it is I suggest you hold off on using that untill it's stableish.

Plugin. It's server-side only, and most likely never coming out for modded MC, and it's basically like tick threading, but it has the perk of an easy to use UI.

All those plugins that claim to be able to run the server on several threads really mean spreading the load of MySQL, Python events, etc not the actual world ticking which is the single threaded part of minecraft that needs to be multithreaded the most. No offense to your friend or you but I sincerely doubt that the world ticking is on multiple threads and your not crashing every hour.

Umm, DIM-100 is the Deep Dark which is a world that is created by Extra Utilities.

FYI, Wireless Redstone is actually wireless. -_-
