Hiring City/Spawn makers!

Hey everyone! My community is hiring some artistic city/spawn builders to help us make a spawn. I have some extra money, so I will be willing to pay you after we finish the spawn. Ok, a couple of points:

• If I were to create a spawn, I could not accept money for it
• Would I need to randomly generate the terrain or have you got a server or anything?
• Would I be working solo or in a team?
• What mod pack would we be using?
