You should really look more on this forum because at the top of the modpack creation forums it talks about how you setup your modpack on a thread and how you need to obtain permission,etc.Hope I helped

You install forge, and then drop whatever mods you want into your mods folder. Really, it's not that hard. There are quattuordecillions of tutorials out there.
If you want to make your own modpack I suggest that you also learn how to read crashlogs as crashes will occur either sooner or later.
Here is a list of tools/mods for if you want to customize your pack a bit more then the config files allow.
If you mean a place to host the pack when it is done? well you are using one right now. Curse is going to allow for it eventually and I believe tekkit can also host it for you.
If you mean while you are working on it with other people and want to give them the needed files, you can use google drive for it.
Just make a zip file with all the needed files upload it and set the permissions for said file.
