If a mod is open source, and covered by the GLGPL (Gnu Lesser General Public License) then can I use it in a modpack? What about modifying it's source code before including it in the modpack? Can anybody give me any info on this?

The Gnu General Public License states that anyone can distribute the work. The lesser form of the license only changes a few things that don't pertain to this. Modifying is also covered, you just have to make sure it's clear that it's modified. In the case of a mod, you should try to be pretty obvious about it, change the name or something to say "Modified by Talonos" or something.
