Help running a 1.6.4 Direwolf20 modpack server

Goodday Forums,

for me and my friends i want to run a 1.6.4 server, unfortunately I can not get it to work on Windows 10, with java 7,8 or 16 (these are the versions i had installed for my 1.17.1 server).
i found a few old posts on minecraft forums. however those links were dead.
what's the best way to go about fixing this?
