Are you 100% positive you are using a machine block, ELECTRONIC (not advanced) circuit, and 4 tree taps?

GregTech adds new recipes for most IndustrialCraft recipes. If you want normal IndustrialCraft recipes, remove GregTech or switch modpacks. The Direwolf20 pack is a good example of a great pack without GregTech.

Yes, that has Greg Tech installed. Have you edited any config files?i downloaded server from FTB and im using FTB launcher (ULTIMATE MOD pack)
Are you using the recipe with a machine block, advanced circuit, 3 diamonds, and 4 flint? Or 1 Electronic Circuit, 1 Machine Block, 2 Cobblestone, and 3 Flint?
Go into your config folder. Find GregTech. Open the recipes.cfg file in NotePad or TextEdit (depending on OS). Scroll down to the Useful recipes section. Make sure that it looks like this:
