help needed creating a new world

I am trying to create a new world on my direwolf20 1.6.4 1.019 server. I have moved the world folder to a new directory, deleted the world folder, edited the server.properties file, and deleted the server completely and re-downloaded, reinstalled, and I still am in the old world. I am at a complete loss as how to get a new world. Can anyone help?
