Does anyone know what the mod is that makes ores more common for example in hexxit you can find diamonds at like level 60 down please someone help!?

Either COFH Core or Thermal Foundation?

I forgot which is the one that governs ore gen but I think that is what you are looking for?

It's Thermal Foundation that handles ore generation. Remember that the mod only offers config options for setting levels for your own ore generation, installing the mod on its own won't change anything.

Is there a way of making it compatible with biomes oplenty?.

Metallurgy changes ore distribution so anything can be found at any level. It was probably that.
