can i make a circuit using the rednet controller that will change an input to on if one button is hit (any amount of times) and will only turn of when another button is hit.

Sounds like a pretty standard T-flip flop.

the problem there is that if i hit button 1 twice it will turn off again

Look at the Oneshot-Pulse Function.

This is an rs latch, also called a set reset latch. They are very simple to make with vanilla redstone.
