Summary of the problem /help command throwing error

What is the bug? the /help command throws 'An unknown error occurred while attempting to perform this command' on a fresh install of 1.1.0 (also happened on 1.0.1) with no changes to pack (no additional mods), also running on a private/fresh server upgrade.
