My Multifarm from Forestry is not harvesting anything, and it's not giving me a message saying something is wrong.

This is how it looks like, and how to farm is configured. It is a manual sugar cane farm.
The Wiki says:
Manual Farms
Manual Farms, unlike Managed Farms, will not set the soil for the crops to grow or place the initial seeds or saplings, but it will replant and harvest the crops/trees in its operation radius. Hint: This can be used to your advantage!
And it clearly states 'And harvest the crops/trees in its operation radius'. So I'm assuming it would harvest sugar cane or am I wrong ?
Edit: I just noticed it did harvest something, but only on the 3rd layer. Is that normal ?
