Guest Spectator tool

Hi

i am making a server for members, but anyone can join as a spectator.

Members: do what they want (open doors, chests, pick up items, dig etc..)
Guests: do nothing, other than run and jump.

what tools do i need to make this happend that is 100% comatible with mods (direwolf20 pack)

any problems that i will come a cross?
i guess guests need to eat so maybe they can open one chest?

i have searched a lot, but there so mutch out there that have flaws and bugs..

the best mod for permissions for this kind of stuff that is easy to use
