Game stutter when reaching 100% memory allocation ingame

I've looked in a lot of different places to try and solve this issue i'm having and i've not tried anything that has solved it yet. Here is the problem:

I've installed feed the beast unleashed as i wanted to play with a few friends, and when i try to play the game, i load into the game and i keep getting stutters every few seconds which are making it unplayable. I have a 64 bit system with 64 bit java and i've allocated 3GB of ram within the FTB launcher. I've tried setting up a seperare bat with 3GB max heap size but when i try to set a minimum heap size above 512m the .bat won't open the launcher and cmd will just pop up and close instantly. I've made an observation that the stutter is happening with the ingame memory allocation reaches 494mb (100%) and then resets back to 70% and keeps cycling over and over, what i mean by this is that when i press f3 ingame and you see the amount of memory allocated top right, it says 70% and quickly raises to 100%, when it hits 100% it will stutter and then return back to 70% after stutter and quickly raise again to 100%, when it stutters again etc etc. Another observation I have made is that when i open task manager my javaw.exe only takes up around 1GB worth of memory and i've never seen it rise above this, maybe bottlenecking my memory somewhere so i can't get above 1GB? No clue if that is an accurate reading of how much memory minecraft is allocated and whether or not its struggling to get over it to provide me with enough RAM to be able to play FTB. I've also updated my gfx card drivers to the most up to date, removing java and reinstalling it, i don't have 32 bit java installed at all.

I've probably missed some things that i've tried but i'm at my wits end, maybe someone with more experience/knowledge can help me with this problem.

If you have 64 bit Java and at least 4GB of RAM installed then use the Java arguments from this thread: http://forum.feed-the-beast.com/threads/jvm-arguments-for-modded-minecraft-updated-9-22-13.28994/
You have to add them to the launcher. Open the launcher, set the RAM to 2GB then add this to Advanced Options > Java arguments.
You said you open it with a .cmd, there should be no need to open it with a cmd. If Java is properly installed, then it will start fine without a cmd.
