Not sure exactly what is causing the block to tick, but according to your log a cage lamp is ticking at 'Block location: World: (-456,71,-240)' Backup to be safe. Then use MCEdit to remove the block at that specific location. MCEdit is good for fixing ticking blocks. Note that the block might appear as invisible, a block of air or unknown. This is because MCEdit is built for vanilla not mods, but it is good for removing blocks even mod ones.
