Fullscreen transition very slow

I have been having issues where hitting F11 to transition to fullscreen takes 20+ seconds and causes massive mouse lag durring the wait. It doesn't matter what modpack I uses and it even occurs in vanilla Minecraft. Minecraft is quick to transition back out of fullscreen, just going into fullscreen is where the problem occurs.

Current system specs:
AMD FX8350
32GB RAM
500GB SSD
Geforce 970GTX
Windows 8.1
Java 8 update 40 (64-bit)

This issue also occurred with my last 2 GPUs, a Geforce 660TI FTW, and a Radeon 5770 so I don't believe it is a GPU issue. Willing to post any logs/reports that may help. Thank you in advance.

Sounds more like a very busy CPU issue to me.

Tried reinstalling Java by any chance? Or maybe roll back to an earlier version?

I'd personally start by removing ALL of Java, and install version 7 just to test. Then take it from there if it stays the same or you see differences.

Also make sure you don't assign ridiculous amounts to RAM to it. I find 3.5GB is pretty much the limit. More than that and things start to go weird.

CPU usage is staying under 10%, have had this issue persist even after fresh install of windows and new download of java. I recently completely removed all java versions and installed java 7 - no different, also tried lowering ram to 3gb, still slow transitioning. Framerates in game stay well above 120fps and cpu usage never goes above 10% on any core. I appreciate the feedback Shevron but none of the suggestions have had any impact on this.
