FTB Vanilla Plus 1.1.0 Server install incomplete and missing forge-1.7.10-1.7.10-installer.zip

I hope this is the right place to report bugs with the FTB server installer.

The server downloader for FTB Vanilla Plus 1.1.0 is not working due to the following errors:

I tried to do a little fix where I downloaded the forge installer maunally and renamed it to forge-1.7.10-1.7.10-installer.zip
It seems to work and it finished installing forge, however now I'm seeing another problem there all the mod files are missing. So it looks like this installer isn't functional.

What OS are you using and what version of java do you have installed?

open terminal or command line and type:
java -version

Do a screenshot of the output and share that here.

Happening on windows 10, windows 2012, Linux Ubuntu 16.04 and 18

Java version is 8

I can install the other FTB server modpacks perfectly fine. This is specifically a problem with Vanilla Plus 1.1.0

1.0.0 works.

I'm very certain that 1.1.0 was built incorrectly
