Open FTB Utilities Chunk Loading - Not working

haveing a problem with the FTB Utilities - Chunk Loading aspect. We can claim and then hold "crtl" to "Chunk Load" however the chuncks do not remain loaded if we leave the area.

Any help would be appreciated

Running FTB Infinity Evolved 3.0.1
Minecraft 1.7.10
