Summary of the problem FTB Utilities Chunk loader not working

What is the bug? Heyyo,
my problem is the FTB chunkloading system not working. Every time I rejoin my singleplayer world the ME System is shut down bc of power shortage and my buffers show that I'm out of power. I have my Draconic Evolution Energy Core inside my base's chunks but when I go to the end my items are no longer being charged.

Is it repeatable? Uhhhh... No idea what I had done
Known Fix I keep having the same issue with solar panels in an RFTools dimension (It's always day there
) and I don't recieve any power in overworld until I go there, un-claim all chunks and then re-claim them
