FTB Sky Odyssey Nether Quartz chicken don't spawn

Hello,

I am trying to spawn Nether Quartz chicken in FTB Sky Odyssey but after 20 minutes of waiting, I don't have anything spawned.
So my questions are:
1) Can these chickens spawn in peaceful difficulty?
2) Can it spawn of the platform that I build? (The wooden slabs are there for disabling ghast spawning when I had difficulty easy)

if im correct from my momory, you can find them at a fortress so idk if its the spawning blocks or what, but try looking for a fortress.
