What OS are you running?
-Windows 7
Are you using minecraft hosting provider or a dedicated/local server not designed for minecraft?
-local server using default server files
What version of FTB are you using? (Dont just say latest tell us the version)
-1.4.7
Did you add any mods to the server pack?
no
What are your server specs?
-as in pc specs?
8gb ram
Processor:AMD Phenom(tm) II X6 1045T Processor, 2700 Mhz, 6 Core(s), 6 Logical Processor(s)
gtx 440

A good detailed paragraph about the problem
-I've ran a server on almost every technic modpack, for me and my friend to play. Just the 2 of us. We always had a great time, no server lag or problems etc. We've played hack/mine, classic tekkit, new tekkit, voltz, and hexxit. Never had a server problem. So now, we want to move on to FTB modpacks, yogcast modpack in particular. However, in Yogcast my friends movements are really choppy, he expiriences block lag and hit lag on mobs. He says I also move in a choppy manner on his screen. Another friend of mine once ran a FTB server on a computer much better than mine, and we experienced minutes of delay. So far I've tried to increase my RAM on the .bat file but this did absolutely nothing. Right now, I see it as a FTB problem not mine, because other friends have the same expierience as me (technic modpacks run fine, FTB absolutely terrible.) So if someone would kindly show me the light or confirm that FTB servers are in fact just bad(for us anyway :p) I would greatly appreciate it.

Well it could be network issues to. Way to tell the diffrence is when you watch animals/mobs do they seem to be moving at normal rate (just jumping between the spots) or compleatly slow overall, or go get a zombie/skeleton to come after you and see how long it take for it to try and get you.

Also what is your server start script.

Can you run a Speedtest?

Also, your missing one spec, which is your hard drive. We prefer having model number of that, it can be a problem with older drives causing choppy movement and block update lag. The video card is also irrelevant for the server, it isn't used at all.

If you are getting good results from Speedtest, my best suggestion is Tick Threading. If its something like MPS packet spam, it has a fix for it. https://github.com/nallar/TickThreading/blob/master/INSTALL.md

Yes, tick threading is a good solution for this one... I had trouble with this on my tekkit lite server as well. Even if you have like 4MBPS download you can still run an Ok FTB server..
