I will be running it on my laptop,but will I be able to shut my laptop off and have the server stay online so my friends can play it whenever they want?

no. if your laptop isn't turned on. then the server wont be either. you may want to look into dedicated hosting if you can afford it or setup a small dedicated server if you have the hardware available.
