Title FTB revelations slowing internet?

Details of the issue I have been playing this mod pack through twitch for a couple days now and just recently my game started to throttle my internet. Typically anytime I use my internet I have 300+ mb available up and down but with this FTB launcher open i get throttled to around .5 mb up and down if not less. I can run discord while playing Minecraft but opening google chrome to use the internet causes chrome and discord to lag. Like I said this only happened 2 days ago and seemingly after a windows update. All the searching I have found has yielded no real results. Has anyone else had this issue or know how to solve it? Also I can run vanilla minecraft without this issue. and i don't think its CPU or Graphics related.
