So the issue is a spawner in the twilight forest for hedge spawners. My suggestion is to backup your world first in case something goes wrong. Then edit the forge.cfg file in the config folder. Look for the two lines about removing tile entities and entities. Change them both to true and start the server. It should delete the bad spawner from the world. Then go back and change both of those lines back to false. It is a bad idea to leave them set for true.
