my current RAM allocation is 4gb but the modpack I played always stuttered, so I wonder did increasing the allocated RAM will reduce stuttering ?

The answer is 'usually' yes (but not always!). If youre playing with a good bit of mods you may need to increase ram to boost frames per second(FPS). however before doing so, you should know what your maximum physically installed ram is, and make sure you use no more than 70-80% of it for allocation towards minecraft. Otherwise you risk your computer crashing from insufficient resources. Other options that might help are installing optifine, installing betterfps, turning on/off vsync, deceasing detail/particle settings, and decreasing viewing render distance. Hope this helps!

Yeah 4 GB ain't even close to enough.
I'm playing that and I'm having issues with 10 GBs of Ram, I might bump it up to 12 actually.
Minecraft beyond 1.9 is much less CPU intensive and much more ram intensive.
For any pack in 1.10.2+, I'd always recommend at least 8 GBs.
