For some unknown reason the Ozone 2 modpack author has decided to switch from the HQM questbook to Better Quests questbook. This has totally screwed up progression for people using the old questbook.
I was contemplating making a huge collection of command blocks, one for each quest, so that players could press a button and get completed quests re-done in their personal questbook. They don't get rewards for doing this so there is no practical reason to skip quests if they've never done them yet, other than to resync their quest lines.
However, this fails to work:
