That depends, I wouldn't recommend TE nor a lot of other tech mods if he's going to use 1.7.2, which everyone will use soon.
Even RR isn't planning to jump for some time because not enough mods are updated, complete or stable, not to mention the various bugs in version 1.7.2. AE2 doesn't even have autocrafting yet, TE isn't updated yet (it almost is though) and more importantly our primary worldgen mod, COFHCore, isn't updated. Making a world before the latter is updated pretty much guarantees a world reset unless you want to deal with an oregen nightmare.

So really, it's safe to learn TE3, because major packs won't update without it aside from maybe RR, a pack too big for a relative newb to modded MC to jump into.

Off the topic a bit, @King Lemming, can you give us an idea when TE 1.7.2 will be available?
You asked about 1.7.2. Unless 1.7.10 is delayed significantly, we're going to be releasing for 1.7.10.

(Note: 1.7.10 and 1.8 are not the same thing. 1.7.10 is almost ready. 1.8 may be next year.)

I'm sorry if I got this all wrong, it's late *yawn*, and Santa and Padfoote know how bad I am at doing stuff when it's late. (I had to edit wiki pages multiple times due to my own grammatical mistakes. :p)

It is a very useful mod and would benefit the player extremely well, I think it is semi-magical, but as you said, more focused on tech.
He wasn't actually looking for a magic mod, he just wants to know how to start out well.

Don't you think teleporting and shooting fireballs is kind of magic though?
Both can be magical. Neither are sign of magic. And I should explain, it's not even quasi-magical, it's quasi-technological. It relies on DNA which, when properly processed after you yank skin cells from something, taking about 5 minutes for a "not very complex" ability, and god knows how long if I wanted to throw fireballs or teleport, let alone get the gene the ender-dragon has that lets magical crystals heal him in the fight.(a "What the fuck" moment for me, since if they're magical, why do they care if you have a genetic code snippet from the dragon? Just make them and you are their master!)

Now, look at Morph. There is a Magic Mod. Same sort of deal as Advanced Genetics, too, take the powers of your foes, but in this case, by killing and consuming them. Kinda OP right now(needs that Balancing iChun is working on, but that may take it for being Kinda OP in favor or the player to REALLY OP against the player), but way more usable then Advanced Genetics is. And useful for that matter. True, not many people add abilities to new mobs from new mods with Morph. But that's better then no real support at all for new mods and mobs in them, isn't it? The ability to do so means people might. Plus, it helps that it has only 1 needed keybind, and a "favorites menu".
