I can not seem to get these to read any levels of any tank. I can make them turn on on an empty tank. Set it to an amout and emit if equal or below. Fill the tank and it still stays on and never turns off. Please any help ??????

These Emit based on the level of fluid in the AE system they're attached to.
They don't read external tanks by default. To do that you'll need a fluid storage Bus attached to that tank, and then the fluid in that tank counts as part of the AE system, and thus they'll emit based off that tank.

As @Adonis0 said it doesn't do that.
But if all you want is something that turns on a redstone signal once the tank is at a certain level, you could try Nuclear Controls "Liquid Sensor Kit" and a "Range Trigger".

Ah so just connect it to the storage bus to read the tank level then ? I thought they worked on their own thanks for the help

The level emitter DO NOT measure the level in ANY tank they might be in proximity to!!! It measures the total amount of that fluid in the entire ME network!

People have now tried to explain this to you in 4 different threads. Don't post multiple threads/posts with the same thing when people are already answering.

If you just want to read the level of a single tank, try the Nuclear Control method I mentioned above. Or if its just a matter of detecting if its full or empty then BC gates would be tons simpler.
