FTB launcher won't open

Details of the issue:
The launcher will not open. I'm running windows 10 and I've tried to open it with multiple versions of Java. This is really all i know about the issue. I'll try to open it but It wont even load. its like clicking on a phantom shortcut. it will give me the loading cursor and do nothing after that.​

where is the jar version of the launcher i cant find it.
