I use Windows 7 though, that says its for Windows 8.
You can do the IPv4 thing inside the launcher or manually add it to the Java Global Options. Inside the Options tab click on the Advanced Options button and inside the text box next to Additional Java Parameters you add -Djava.net.preferIPv4Stack=true Or you can do it in the Global Variables that will require admin access. Right click on the Computer inside the start menu and go to Properties. Now click on Advanced system settings and enter the admin password if needed. Click on the Environmental Variables... button. Inside the second box find JAVA_OPTS and double click on it. Inside the tab that opens up second box below the JAVA_OPTS add -Djava.net.preferIPv4Stack=true Now click on OK and close everything. Not sure if a restart is required, but it probably would not hurt.Yeah I did and it told me it was invalid.
After getting the screenshot that UniZero requested please try below.

When I do what you said by right click on the Computer and going to Properties and all I don't have the JAVA_OPTS. I can provide a quick gyazo showing that I don't have it if you would like. After getting the screenshot that UniZero requested please try below.
