FTB Infinity Lite 1.10 [Customized] - No Rain?

I'm running a small server with the pack a bit customized with Inventory Pets (Planning to remove that soon) and Tinkers Tool Leveling. Along with ElevatorMod, Pam's HarvestCraft, and Signals Disabled.

We have our bases set up in an extreme hills biome, and we noticed that it hasn't rained the whole time the server has been up. I don't know if its a config or a mod I added or the biome, but I kinda need the rain to get a charged creeper. We even tried a few weather manipulating mods and straight up commands and no luck. Needs Helps.

If you are an op on the server you could always turn on the rain. But afaik it snows in extreme hills biomes.

I am opped and I have tried using the inventory rain button and the /weather command, along with a few mods, but it wouldn't work. The problem seems to have fixed itself though, it now rains/snows every now and then, and the mods can make it rain now. I don't know why this happened but it's working now.
