How do i unlock the infusion provider? Am i missing something that needs to be researched first?

There are some odd dependencies there which make sense only in hindsight - such as having to research Warded Arcana to unlock the research on essentia storage. It makes sense because the storage cells use warded glass, but if you don't already know that you won't know where to look for the dependency.
