Details of the issue I have a Dell poweredge r710 with 2 xeon L5520 cpus and 24gb of ram. I also have a 180mb/s down and 25mb/s up internet connection with 10ms latency. I get a solid 20tps most of the time but get random and real bad TPS drops. Please help me find out what the heck is going on.

The CPU is most likely the bottleneck - 100% cpu load as your screenshots show.

Minecraft is single threaded, so it doesn't matter if there's 2 physical cpu's in the machine.

What kind of IOPS do you have on the drives?
Slow read/write can also cause issues.

Is it dedicated for minecraft?
What OS are you running?
